What Questions Should You Actually Ask a Placement Agency?

Here's a pattern I see constantly: a family contacts three or four placement agencies, asks each one "how much does it cost?" and "where can you place my child?" — then picks the one with the nicest website or the lowest price.
That's like choosing a surgeon based on their office decor. The questions you're asking aren't wrong, but they're not the ones that protect your child. Here are the questions that actually tell you whether an agency knows what they're doing — and what to listen for in their answers.
Questions About Their Process
"What is your matching process — specifically?"
The right answer is detailed. It describes how they assess the student's profile (academics, interests, personality, maturity), how they evaluate schools, what criteria drive the match, and how many options the family gets to review before committing.
The wrong answer is vague: "We match students based on their needs." That tells you nothing. Press for specifics. Do they use a structured assessment? Do they visit schools? Have they met the host families? How many schools do they work with, and in which states?

"What happens if the placement isn't working?"
This is the most revealing question you can ask, and most families never think to ask it. Here's why it matters: sometimes a placement doesn't work. The host family dynamics are off, the school isn't what was expected, the student is struggling in ways no one predicted.
A good agency has a clear protocol for this. They should be able to describe: who the student contacts first, what the escalation path looks like, how quickly they can intervene, and whether re-placement to a different school or host family is possible (and at what cost).
An agency that says "that rarely happens" or "we don't have many complaints" isn't answering the question. Problems will happen. What matters is how they handle them.
"Who is my child's point of contact on the ground?"
Your child needs someone — not an office, not a call center, a specific human — who is their go-to person for problems, questions, and emergencies. This person should be local (not in another country), reachable during school hours, and trained to handle the specific issues that international students face.
Ask for the coordinator's name. Ask how many students they oversee (if it's more than 50, your child won't get individual attention). Ask how often they check in with the student — and whether those check-ins are proactive or only when there's a problem.
Questions About Their Pricing
"What's included in the price — and what's not?"
This is where agencies differ dramatically. A program that costs $8,000 might actually be $12,000 when you add insurance, SEVIS fees, orientation, and application fees. A program that costs $14,000 might include everything.
Ask for a line-item breakdown. Specifically ask about:
- Health insurance (typically $1,200/year if not included)
- SEVIS + visa fees ($350)
- Application and processing fees
- Orientation costs ($1,200 for in-person orientation)
- Host family costs (homestay runs about $725/month if not bundled)
- Airport pickup and transportation
- Academic monitoring and progress reports
- Re-placement fees if the initial match doesn't work
Any agency that can't give you a clear, itemized cost breakdown is either disorganized or hiding something. Both are bad.
"Do you show pricing before I commit?"
If an agency tells you to "contact us for pricing," that's a red flag. It usually means one of two things: their pricing varies based on how much they think you can pay (commission-driven), or they want to get you on a sales call before revealing the cost because they know sticker shock might lose you.
You are making a five-figure decision. You deserve to see the numbers before you have a conversation with a salesperson. J-1 programs start at $8,000. F-1 private day schools start at $14,000. Boarding schools start at $28,950. If an agency won't tell you this upfront, ask yourself why.
Questions About Their Track Record
"How long have you been placing students?"
International student placement isn't something you learn from a training manual. It requires years of relationship-building with schools, host families, and regulatory bodies. An agency that's been operating for 2 years is fundamentally different from one that's been operating for 15.
Experience doesn't guarantee quality, but it does guarantee that they've handled emergencies, navigated visa complications, dealt with difficult placements, and learned from their mistakes. Ask about their longevity and ask for specific examples of challenges they've navigated.
"Can I talk to families you've worked with?"
References are normal. If an agency hesitates or only offers curated testimonials from their website, that's telling. Ask for 2-3 families whose children are currently placed or recently completed the program. Ask those families the hard questions: What went wrong? How did the agency handle it? Would you use them again?
Pay attention to how the agency responds to this request. Confidence looks like: "Of course. Let me connect you with three families." Evasion looks like: "We have testimonials on our website" or "We can't share contact information for privacy reasons." Privacy is legitimate, but there's always a family willing to talk.
"How many students have you placed, and what are your completion rates?"
Completion rate — the percentage of students who finish their full program without early departure — is the single most important quality metric. An agency with a 95%+ completion rate is doing something right. An agency that doesn't track this metric, or won't share it, should concern you.
Also ask about university outcomes. For students who came to the U.S. for high school, what percentage went on to U.S. universities? What kinds of universities? This tells you whether the academic preparation was real or superficial.
Questions About Safety
"What's your emergency protocol?"
This isn't hypothetical. Emergencies happen: medical issues, natural disasters, family crises, conflicts with host families. An agency should have a documented, specific emergency protocol with 24/7 contact availability.
Ask who answers the phone at 2 AM. Ask what happens if a student needs to go to the emergency room. Ask how they handle situations where a student feels unsafe. The answers should be immediate and specific, not "we'll figure it out."
"Are your host families screened? How?"
Background checks are the minimum — every legitimate agency does them. The question is what goes beyond the background check. Are homes physically inspected? Are all household members over 18 screened? Is there ongoing monitoring after placement? How often does someone from the agency visit the home?
The U.S. Department of State requires J-1 sponsors to conduct criminal background checks and home visits for all host families. If an agency is operating a J-1 program and can't confirm they meet these standards, they're either not a legitimate sponsor or they're cutting corners.
Questions Most Families Forget to Ask
"What's your relationship with the schools?"
Does the agency have formal partnerships with its schools, or do they work with any school that will accept a student? Formal partnerships typically mean the agency knows the school, has visited it, has existing relationships with staff, and has placed students there before. Ad hoc placements mean the agency is finding a school that has an opening, which is a very different thing.
"What academic monitoring do you provide?"
Some agencies place the student and disappear until the program ends. Others track grades, attendance, and teacher feedback throughout the year. Ask what kind of reporting you'll receive as a parent, how often, and what triggers intervention (a failing grade? a pattern of absences?).
"What happens at the end of the program?"
Specifically: what transition support is there? If the student wants to continue for another year, what does that process look like? If they're applying to U.S. universities, does the agency provide guidance? Or does the relationship end when the tuition runs out?
The Meta-Question
After asking all of these, step back and ask yourself one thing: does this agency seem more interested in placing my child or in placing any child? The difference is everything. An agency focused on volume will say yes to everyone, minimize concerns, and push for quick commitments. An agency focused on fit will sometimes say "not yet" or "this program isn't right for your child" — and those are the agencies worth trusting.
